The .inc files and the fixed .cfg file are in the following link: https://www.dropbox.com/s/pgneqwoywka5zpc/INC_FixedCFG.zip?dl=0. The incorrect plugin name was a typo that shouldn't have been there in the first place, sorry. Does it make a differences as to where I save position_tracker.c before compiling the code?

It shouldn't make a difference.  I'm running your config, world, and
position_tracker.c with Player 3.0.2 and Stage 4.1.1 installed from the
Fedora 21 repositories, and I'm not seeing any issues.  The robot starts
moving (slowly) when I start the position_tracker program, and the
console output is showing the X position increase.  It also shows
changes when I manually move the robot around the environment.

I'm not really sure what to do from here.  Maybe share your OS
environment, the versions of Player and Stage you're using, where you've
installed them, and what commands you're running to build the position
tracker and I'll see if I can re-create it somehow?  Do you have
multiple versions of Player or Stage around that could be confusing things?
